All it takes is a little imagination. For basic items like markers, crayons, glue and paper I shop at places like Walmart and Dollar Tree. They offer the best prices for items that need to be replaced fairly often. Since my kids love to draw I save money on drawing paper by buying them their own ream of copy paper. You get 500 sheets for about $4 and it lasts quite a while. I go to the national craft store chains, (Michael's, Hobby Lobby, AC Moore) when I need more specialized crafting products (polymer clay, rubber stamps) or when they're having a sale on specific items we might need. There are many types of crafting, from scrapbooking to candlemaking; to jewelry making to making your own paper. You can purchase beading kits, soap making kits, suncatcher kits, and rug making kits. Kits are nice but not necessary. Putting together your own kit will give you dozens of options for cheap crafts for kids. Leave out or add even more things to your DIY Craft Kit depending on what kinds of crafts your family would like to try. The more stuff in the craft kit, the more their imaginations can soar and create.
